Outgoing Councilman arrested for DUI » Local News » The Union Recorder

MILLEDGEVILLE — In the twilight of his Milledgeville City Council term, Phillip Joiner was arrested for driving under the influence Monday afternoon.

Joiner was also cited for an expired tag, possession of open container and failure to maintain lane by the Georgia State Patrol.

At approximately 2:33 p.m. Monday, a GSP trooper traveling north on North Jefferson Street nearing its intersection with Walton Street noticed Joiner’s Jeep Cherokee travel off the asphalt and onto the concrete portion of the roadway edge near the curb, according to the report.

The GSP report states that the “vehicle nearly struck the curb with both driver’s side tires.”

The trooper prepared to make a traffic stop when the Cherokee left the lane again. Joiner finally pulled into a nearby parking lot.

According to the trooper, the Jeep had a “strong odor of an alcoholic beverage coming from within.”

Joiner told the trooper he was on his way to change clothes to attend a City Council meeting.
