An outspoken critic of local government has threatened to take the city to court after the newly appointed Savannah Ethics Committee dismissed his complaint against Mayor Edna Jackson on Thursday.

Prior to the committee’s unanimous vote, John Perry admonished the meeting as “bull crap” and called the assistant city attorney a liar. Perry said the committee had already made up its mind when given the opportunity to explain his complaint.

“The next time you hear from me will be by my attorney,” Perry said before leaving the room, despite a plea from Jackson for him to stay.

Jackson said she had wanted to explain her side of the story and had hoped Perry would be there to hear her out.

“The allegations against me were untrue,” she said.

Perry alleged in his complaint last month that Jackson abused her power and attempted to intimidate and impede him by requiring a meeting with her at City Hall to pick up an open records request that could have been emailed.

Jackson also required him to provide personal information, including photo identification and his cell phone number, and then shared the information with Alderman Tony Thomas, whose travel reports were the subject of his open records request, Perry said.

Assistant City Attorney Jennifer Herman said Perry’s allegations, if true, did not meet the threshold of an ethics violation.
