A Democrat familiar with Barrow’s thinking said Nunn’s refusal to step aside in a primary was a major factor in Barrow deciding to pass on a Senate bid. They never met in person about it, despite apparent efforts to organize a meeting.

“Kasim [Reed, the Mayor of Atlanta] was behind him; the top Democrats who you’d want behind you in the state were behind him,” the Democrat said. “But also the more liberal wing of the party in Georgia is pushing [Nunn] and making her believe she stands a shot in the general election. And she doesn’t.”

Barrow is perennially targeted by national Republicans, and will have a race on his hands in the 12th District again in 2014. But if he had not run for his House seat again, it would have almost certainly been a GOP pickup.

A Washington-based Democrat, speaking on condition of anonymity, downplayed Barrow’s strengths in the Senate race.

“National Democrats originally wanted Barrow but soon realized that he couldn’t turn out women and Democrats in an off year election,” the Democrat said.
